manufactured exports saw a 14.5 percent increase in the fourth quarter of 2007
over the same period in 2006, according to a report out this spring from the
state’s Department of Employment and Economic Development. Computers,
electronics, and related parts led all export sectors at $1 billion. The top
export growth areas included transportation equipment, food, chemicals, and
machinery—all to Canada.

the new law could present dilemmas for U.S. employers of Chinese nationals. “If
you enter into short-term agreements with your employees, you may need to renew
the term more frequently,” Li says. “And once you renew the employment agreement
twice, [it] becomes an open-term agreement—and the employees be-come almost
